Yep. Happened on my wife's car. It didn't obliterate everything but most of the reception was interfered with.
Poorly and cheaply designed and constructed electronics. Upon closer examination for my problem I found two major faults, one was that the electronics and/or housing for the electronics to fire the LEDs produced a significant interference signal across a broad range of frequencies and second was that the wiring and plug to the vehicle failed to isolate the interfering signal from the vehicle's wiring, essentially turning the whole wired headlight circuit into a broadcasting antenna. I could even pick it up in my truck sitting next to her car.
They were a third the cost of other/better units and about 1/10 the quality.
