Unfortunately, the sequential turbo was only used on the Nissan 5.0 not the ISV used in school buses and motor homes. I'm surprised they even talked to you about the part. Their deal was with Nissan. Now that they have written off the entire ISV program (2 years ago) this kind of parts delay may become more common on high failure parts. It doesn't bode well for the time after Nissan's warranty period expires for the 2019's.
Is there any way to find out who manufactured the turbo for Cummins??? Then, we could contact them directly....

Honeywell constitutes a significant share of the market, followed by BorgWarner, IHI, MHI, Cummins, etc. Bosch and Mahle produce turbochargers under the Bosch-Mahle joint venture.”

Maybe an email would be a good start... Let’s see what happens! Holset is built by Cummins....hmm
